Good question.
I tried to google it.. So that`s what I found:
 If the developer`s payout/disbursement bank account is located in
Russia (or another sanctioned region): Google Play has suspended seller
services for that developer. This means paid apps, in-app purchases, and
subscriptions cannot be purchased through Google Play Billing, even by users
outside of those countries. The transaction will fail.
