I don`t think that is entirely true as they market the firefox tor browser
to everyone alive who wants to have a bit of anonymity when on the web.

It`s supposed to replace the non-secure non-anonymous normal firefox.

The more people who use the firefox tor browser the safer everyone is. 

Ask the guy at Harvard who mailed in a bomb scare and they knocked on his
door, not at all because tor fingered him - but he was the only one using
it on the campus network at the time that the bomb scare was emailed in.

Yet they advertise that the firefox tor browser is for everyone to use.
