No speedy answer so I took the subject line to google and got

Make Sure Auto-Hide feature is On To auto-hide, the taskbar in Windows
10, follow the steps below. Press your Windows key + I together to open
your settings. Next, click Personalization and select Taskbar. Next,
change the option to automatically hide the taskbar in desktop mode to
"ON".

First, they moved Taskbar settings to the general Settings area, without
telling me. 

AutoHide was off, and I set it on, so maybe it`s fixed.   Youtube seems
to work, and I`ll know about Zoom next time I`m in zoom. 

I wonder what turned the setting off.  :>)
