That is the crux, as  you say, but of course it can. Is Congress going
to hold hearings on whether gas furnaces are a problem, on whether 100
different drugs should be for sale in the US, for sale over the counter
or prescription only, and thousands of other questions each year that
agencies have to decide.   So from a practical pov, nothing else would
work. 

And from a legalistic pov, of course they have the power to delegate.
They have the power to make laws and if the law they make say that a
power is delegated, then it is.

Nothing else could get done and they wouldn`t even finish the proposals
either.   The people circulating this notion are against government in
general, they`re problably the same group that wanted to shut down the
government.   They are the real high school freshmen.
