I believe in binkd if you were to use:
domain fsxnet /path/to/fsxnet 1
It would work as expected without symlinks (fsxnet.015). "out" or
"outbound" are not necessary, unless you want them to be that.. which seems
to be what you had specified in binkd`s config.
