And any DHCP server worth its name will allow you to reserve a
particular IP address for a particular MAC address.  That gives you a
centralized point of administration similar to DNS.  

This will work even if DHCP is not available because the clients will
continue to use their last assigned address.  As long as there were no
address conflicts when DHCP was operating, there still will be no
conflicts when it isn`t.
