Who gets to keep the fine? Unfortunately, in this case, the consumers
are probably out of luck, even though they should be getting their cut.
States vary, but in Ohio, if it`s more than a 3 day outage, AT&T must
automatically refund the entire month of BLES. That happened to me
precisely once since 2015. For that I`m glad; I keep paying the land
line because it`s stable, reliable service (including in power outages).
