It sounds like the battery is low, and on standing slightly recovers.

If it were mine I would charge it and see what happens.   If possible I 
would use a different charger, as the connection on that charger may be 
damaged, or the charger burned out.

Once Charged I would do a reset, and if that fails I would do a factory 
reset.  Be aware a Factory reset will loose local data in the internal 
storage.  If all that failed I would set it in the garbage can.
