It is one of the side-effects of systemd.

If I need many Ethernet interfaces on a Pi, I`ll use a VLAN aware
switch and put the separate ports in separate VLANS, trunked to
the Pi connection. The VLANs can be accessed from the OS directly
as separate virtual interfaces.
