Oh no, definitely not in 1st person. I was able to complete the car
missions but they were just so bad, maybe it worked better on
console. I eventually did get a car I liked fairly well, one of the nomad
ones, but it was toward the end of the game and with the driving
improvement mod I used.

Most of the newer Bethesda games enemies scale. Oblivion, Skyrim, to
a lesser extent Morrowind. Fallout 4 somewhat, even Fallout 3 in a way.
