In order to access the BIOS Setup Utility on the IBM System x3450, the 
user has to press F2 during POST.

For example how long do you wait after you press F2?
Does the FDD light keep coming on?

I think is waiting for one of the peripherals to be read to continue and 
enter the BIOS.

Disconnecting none essentials should also help.
