           I also find this sentence, as written, quite ambiguous.

  Perhaps a bit more of the context might help. Which individual
seems more in need of encouragement at the moment? Dallas tells me
Quirrell is one of the teachers at Hogwarts... IOW it`s part of his job to
be aware of such things. From what I know of teenagers in general,
I`d say it`s probable that the teacher meant to encourage Harry. But
Harry was a very bright student who may also have recognized that support
people often need encouragement just as they do.... :-)
