New ZC4

It is my pleasure to announce that the Zone4 sysops have selected
themselves a new Zone Coordinator (ZC4).

Fernando Toledo from 4:902/26 is the "lucky one".

If everything works OK he will appear in next Friday`s world
nodelist (334).

I`m joining here my colleague ZCs Nick Andre and Scott Little in
wishing him the best of luck in this endeavour.

To everybody else maintaining links into Z4, maybe a good moment
to reflect upon your procedures.
