Hi Paul,
Other than sqpack and hptutil, I`ve not found a utility on Linux
that scans and repairs JAM message bases. In the past I`ve moved those
files to a Windows machine and used FastEcho`s "feutil pack -renumber"
which seemed to do the trick for me, your mileage may vary.
I haven`t tried, but another thing you could do is use MK Message Utilities:

To convert that base from JAM to Squish and then back to JAM again.
