 What a local time setting should do is affect the display of the
time so that it`s the local viewers time. 

 Something doesn`t look right to me about the times to me. I`ll
have to take a look at this more. It should be saving the time as a
UTC time and then using TZUTC as an offset calculator but I have a
feeling it`s doing something else.
