 It could work for me but first you need to get utf-8 working
before I`d get excighted about it. I have a couple points that can
convert utf-8 to whatever REAL 8-bit character set including koi8-{r|u}. It
doesn`t scare me.

 I could live without it. For sure all the binary crap *should* get
the heave-ho. As for encoding utf-8 is the way to go but I don`t see
it happening soon and I fully plan to exploit it as-is (fts-5003.001).
As for fts-0001.016, there are very few hubs that actually support it
and haven`t for a couple decades now. The document they wish to replace
it with isn`t any better methinks.
