Are there really RCs or ZCs in FidoNet today that do not route mail?  Policy 4 
is outdated in this regard (as well as many others), but I`m not going to hold 
my breath on it ever being updated.  I`d look silly turning blue, after all.

Revising FidoNet Policy is next to impossible with the current process that is 
specified.
