 I am sure the rules vary wildly between providers and locations
but, assuming this is a PON based service, it`s possible that they would
have a rule to leave one port free on each splitter to move a customer
onto in case of a fault? Splitters don`t tend to go faulty but you
never know.

 Some providers will also leave a reflector on one port of each
splitter to allow them to run OTDR tests, again not all that common but
who knows?

 I`d have thought the installer would know about either of these
cases, though, so my best guess would be admin error :)
