That would depend on what part of town it was in.  When I was younger
(1970/80s) I would have said "no" without thinking about it.  When I got
older, I learned that some of them did have bars in the back where people
could hang out and drink.  Also, because they often stayed open late, they
might attract a rougher crowd latter at night, i.e. people who`d been
partying elsewhere and were now hungry.

The rougher the part of town, and whether or not that location had their
own bar, might influence that location`s reputation.
