It`s almost always a password problem when this happens. You`ll have to
carefully check if they match on both ends. Packet and session passwords.
There are also passwords for Areafix and Tic files, although those
wouldn`t prevent connection for mail. In the nodelist it shows that you
use a non-standard port (24555) for your BinkP, and that he uses the
standard port (24554). Are the node definitions on each end saying that?

You`re the NC for Net 124. You don`t routinely monitor logs for activity
and/or problems/issues? I find that almost impossible to believe. I don`t
know where logs are kept on a Mystic system, but it should be easy to find.
