Russia is busy learning how to setup VPN connections because

14k was possible with HSCSD, extension of CSD. But it was
implemented only in some networks and required specific hardware.
In Russia there is large number of different ancient IoT devices
that can do only CSD calls to "homebase" that`s why they keep CSD
runnig. In UK CSD is long dead.
