Reworking the logic of marking atoms with nonstandard valences.
introducing Chemistry::OpenSMiLES::valence(). Changing the APi of
Chemistry::OpenSMiLES::Writer::write_SMiLES() to accept option hash as the
second parameter. Backwards compatibility for old calls is retained.
