I fired up my pre-415 version of Winpoint and I remember how
awkward it was to initiate a file-request from another BBS that
is not your boss. Infact, my version has this issue that I
documented on my aforementioned site:

I my consider installing 415 and see what differences there

It the file request part seems to be behaving better. At least
the 0:8/15 problem is gone. I tested a couple of file
requests, (haven`t actually sent them out yet) ..but the system
seems to have created the .REQ files fine.
The bottom line seems to be that you have to *first* pre-define
alternate fido-systems were you want to get the files from.
And.. if done right you should see .REQ files in the Outbound
section of the operating panel (the very lower left corner for
me):
