 Quick google search and I grabbed the first article. The Speaker of
the House is responsible for Capital security, it`s written in her
duties. There is a document around....

 An offer was made by Trump to Nancy and the mayor of DC, Trump
can only offer, it was up to Nancy to execute the offer. Both Nancy
and the mayor turned down the offer because of "Optics"
