There are some holes in his theory, but my guess is that the coach gives
them the identity info for someone who is deceased (or otherwise no longer
in the area) but who is still registered to vote.

It is similar to what unions and other vote fixers used to do,
but with legal voters.  One of the fixers would go into the polling place,
pick up a paper ballot and mark it.  He`d then wait outside and give the
ballot to the first "mark" that entered the polling place.  The mark would
cast the pre-marked ballot as his own and bring out a fresh, unmarked ballot
for the fixer to set up for the next person.

At the end of the day, the last mark would bring out a fresh ballot and the
fixer could then cast his own votes.

Based on this old trick, I find it very, *very* questionable whenever
*anyone* claims that going to *all* paper ballots is going to fix vote
rigging.  My opinion is it will just change the way it gets "fixed" but it
will still be quite broken.
