That`s the way is SHOULD be.  But we all know that the Elitists don`t believe
that the law constrains them.

Yes, it should.  And, at least here in Michigan, we have filed suits against
the Sec of State (who is in charge of those things) to perform her duty.  But
the Deep State plants in the courts have derailed things.
