Judges can decide not to strip, or permanently strip, voting rights.  IIRC,
at least they can here.

Also, the 2021 NY law that made it legal for felons to vote so long as they
are not incarcerated during the election may not have been retroactive for
those convicted before 2021.  I am not sure about that.
