Congress ceded authority a long time ago when they passed laws that said that
unelected bureaucrats could, effectively, write laws.

Remember Crazy Nancy?  "We have to pass the bill to see what`s in it."

IHMO: When Congress did that, they violated the Constitution.  Therefore those
laws are null and void and the "rules" made by the bureaucracy have no
authority.
