I speculate that when the Industrial Revolution hit, those hunter-gatherer
types were effectively pushed out of society.  There were still some, but they
didn`t have the resources to do anything, so never got powerful.

Other areas that didn`t get industrialized kept the old hunter-gatherer
mentality and that mentality moved with them as they moved.  Ex: The old
American South.
