It`s a "cultural" thing in that they were never trained in the skills, nor did
they get good morals, work ethic, etc.

Dems want to pretend that these people are "down on their luck" because they
didn`t get what others got.

The fact is that these people are "down on their luck" due to their own bad
decisions.
