There needs to be a chain of custody for each ballot.

It used to be that if you needed a mail in ballot, you went to your township
hall, presented your ID, got a ballot - with a serial number on it - and mailed
it in - to be received before Election Day.

But the township knew who had mail in ballots, how many they produced, since
they all had serial numbers, you couldn`t just create one.

But the Elitists slowly bent all those rules.
