 It seemed like a "strength" to me, but yea, it`s not actually
working if nobody enforces it. And I haven`t heard any news of it ever
being enforced.

 I like that idea too. Our window of opportunity for that to occur
is when we have a good Republican governor, but it`s like waiting for
Jesus` return.
