 Europe had a chance to welcome Russia into the fold when the USSR
fell. They could have said... come on in... but if you want to be part
of the collective you have to act this way and that.

 Think about it... They chose not to because they needed a Boogeyman
to cause fear and distraction while the world leaders screw the voters
over.
