Trump is doing what the Left has always done:  Assume that he has the authority
until he`s told he doesn`t. So he`s not playing by the Republican Handbook.

Besides, the play is to make it hard (I`m hoping for impossible, but I doubt
I`ll get it) for the Left to cheat in the midterms.
