But this answer is spurious.

Programmers don`t write AI "programs". They make models then feed it huge
amounts of data.  Not even they can figure out the reasoning path that an AI
takes.

This is why the concept of "guardrails" is really just something to make people
feel good about being able to "control" an AI.  The AI can (and will, and has)
ignore the guardrails as will.
