Good. I hope you find a solution accepable to all concerned soon.

 An another option would be to ask the ZC to remove net 269 from
R46 and move it to R56, the catch-all region for Z2. Moldova is not
really part of Ukraine is it? So perhaps moving to R56 would remove some
akward political issues...

Just a suggestion...
