Trump did.  Trump stole thousands of documents, hundreds of which were 
classified, refused to give them back, obstructed efforts to retrieve them, the 
attempted to conceal the obstruction by deleting surveillance video.

Trump:  criminal.
Biden:  not a criminal
Clinton:  not a criminal
