I dunno - it seems like there is a fair amount of squabbling amongst
the 50 great houses, and constant jockeying by the lesser houses to
become part of the 50.

There`s the 50, then there is Korval.   Whom a subset of the 50 are
eager to remove from consideration, and do so in the first novel.

Koval`s "territory" is pilots, and trade.
