eBay doesn`t process payments. Paypal, Google Pay, and various credit
card companies do that. Check your Paypal or credit card account.

Peachtree City, Georgia, 2 weeks is about right. You get to wait a
little longer.

Did the seller "accept" your offer? It should appear in your eBay
Purchase History:
Web browser -> eBay -> My eBay -> Purchase History
as well as the payments page for whatever company processed your
payment (such as Paypal).

There is no such thing as "offer a bid" on eBay. You make a bid in an
auction. You make an offer to ask the seller if they would accept a
lower amount for "buy it now".

Many eBay listings have "buy it now" and "make an offer". I use "buy
it now" most often and sometimes use make an offer when it is
available. The problem with "make an offer" is I have to wait for the
seller to accept or reject my offer. I then increase my offer until
the seller accepts my offer. Other than some sellers who don`t know
how to negotiate a price, it has worked every time for me.
