I would not be too hard on the right wing governments because it had 
more to do with pressure from the left and issues of patient 
rights.There was a push to get the patients out of hospitals and into 
community treatment.

It`s a tough call. It is a little harsh to throw them into jail for 
vagrancy or into mental hospitals unless there is a serious and imminent 
risk of self harm.  Giving them welfare often finances drugs and alcohol 
that just make things worse.  There is no easy solution.
