I have to admit I don`t have a clue how to solve this problem but handing them
a free house isn`t going to fix the situation.  So many of them are just bums,
plain old bums always looking for a handout.  Why do I call them bums?  I see
the same ones at super busing intersections selling the homeless newspaper 
"The Contributor" month after month after month.  The paper is $2 with the 
publisher getting $1 and the seller getting $1 and it`s to help them get back on
their feet.  But one thing all of them have in common is they smoke: no money
for food or rent but there`s always cash for a pack of house brand cigarettes.

Some of the hottest, most blistering days of summer they are standing out in
that blazing sun asking for money.  If they can do that there`s no reason they
can`t stand behind a fast-food counter and ask, "You want fries with that?"

There was a chubby guy at the edge of the Kroger property I shop at for well
over a year.  He had his folding chair with attached umbrella to shade him.
I never ever saw him a single time he didn`t have his hand in a large chip bag
of some sort stuffing his face.  Did he move to greener pastures?  I don`t know,
but someone else has claimed his spot.
