My wife worked at one of those schools..... XYZ School for the Trainable
Mentally Retarded. The higher functioning students got training in
things like janitorial work and lawn maintenance, the sorts of things
they could do for a living. Back in the 80s there was a push to
integrate them into regular classrooms. That push came from the parents.
The school board was happy to oblige because it would save them a
bundle. They could just stick the kinds into regular classrooms and
hope that regular classroom teachers had the time and ability to
actually teach them.
