That`s a very US and California-centric view.  

NOAA says:  "El Ni?o and La Ni?a are climate patterns  
in the Pacific Ocean that can affect weather worldwide."

suffers extreme weather during El Ni?o -- severe droughts, huge 
storms, excessive rainfall, etc.
