Sounds like he set his system up and changed "a" config file, but not the
right one.

With SBBS, if he is using actual binkd, this could mean at least two things:

(1) he has only made changes to the native SBBS sbbsecho.ini file, and in the
scfg program, which would only work if you are using binkit. It would have
*no* affect on how binkd works.  In order to run binkd with SBBS, you also
have to edit the binkd.cfg file to add your info.

(2) he has made changes to a copy of the binkd.cfg file but his running
binkd instance is pulling an unchanged copy from somewhere else.

So, he needs to make sure he made his changes to binkd.cfg, and make sure his
binkd instance is reading that copy.
