Those files come with Synchronet, so they should be included in those files. 
 The instructions from the Synchronet wiki regarding installing on
Linux normally have you clone the Synchronet repository (to build from the
source), and those files should all be included when you do that.

 Also, if you`re new to Synchronet, why are you using such an old
version? The latest released version is 3.21, with 3.22 being the current
development version.
