 I always blame microsoft programmers when seeing things like you
describe. You now have me wondering what would happen with cp866 or other
8-bit ibm character sets.

 An honourable goal for sure. However I have seen msg`s that claim
cp437 when they`re actually cp1252. A certain Bj├╢rn was famous for this
behavior.
