Not all sysops use correct CHRS kludge.
 Moreover, there is some messages with two different charset (some
SYNCHRO users) - message itself in UTF-8, but tearline uses CP437-encoded
pseudographics.

Yes. But no external iconv, pyhton internal decode/encode.
