 How do you know it is CP437? Detecting that it is NOT UTF-8 is
relatively easy, but then detecting what 8 bit encoding it actually is, almost
requires passing the Turing test. It could be CP850 which differs only in a
few places from CP437. Or CP866 or CP1251...
