 The left has been trying to fix the animal dilemma via social
programs for decades and it has been 
an abject failure.
Many of these people cannot be rehabilitated.
And they don`t want to be.

 Stiff penalties and strong consequences for committing crimes is the
only way to fix the crime wave 
sweeping the country.
 And the problem stems from a lack of family support, ie:a father
in the home, and so forth.
