I no longer use USAA so I can`t comment
on the current issues from experience.
But based on the number of
complaints about USAA in the Quicken Community,
I`d say you`re likely to remain frustrated for a while.

[It`s extremely unlikely that Quicken has anything to do with the
online balance being incorrect ... for whatever reason.
Quicken has no way to know what the online balance is - except by the $amount
sent by the financial institution (though Intuit is also in the
loop, I don`t think this
is on them either).

If it`s taken USAA this long and they`ve not
gotten things working, it suggests to me that USAA is still
on the downward spiral they began several years ago.
